Our Commitment to Every Cajon Valley Student and Family

***This message was originally sent to all Cajon Valley families on January 30, 2025***

Dear Cajon Valley School District Families,

We hope this message finds you well. As conversations about immigration and Federal education funding continue nationwide, we want to reaffirm our unwavering commitment to ensuring every student and family in the Cajon Valley Union School District feels safe, valued, and included in our schools.

In Response to Immigration Enforcement, Our District adheres to Board Policy 5145.13 and AR 5145.13 as well as guidance from state and federal laws. This ensures every child in our schools has access to the education they deserve. Cajon Valley Schools are a place of belonging and opportunity, and we will continue to uphold that standard.

Some important facts to point out:

  • Right to a Free Public Education: The U.S. Supreme Court (Plyler v. Doe, 1982) guarantees that all children, regardless of immigration status, have the right to a free public education.

  • Confidentiality: Our district does not collect information about students' or families' immigration status during enrollment. Additionally, student records are protected by the Family Educational Rights and Privacy Act (FERPA) and cannot be shared without proper legal authorization.

  • State Protections: California law (Assembly Bill 699) ensures that our campuses remain safe and welcoming spaces for all students.

  • Valuing and Supporting All Students:  All district staff are committed to treating every student with dignity and respect in accordance with California Education Code 220

Please know that our district’s policies remain unchanged and we remain committed to serving each of our students.

If you have any questions or concerns, we encourage you to reach out. We’ve included additional information in the FAQ (Frequently Asked Questions) below.

With Utmost Sincerity,

Dr. David Miyashiro, Superintendent

Frequently Asked Questions (FAQs)

1. What is the district's policy regarding assisting ICE agents and permitting access to district facilities?

Like any other visitor, an immigration enforcement officer would first have to check in and register at the school office. From there, a school would not grant access to the campus or share student records or parent contact information without a valid warrant or person-specific court order. BP 5145.13 & AR 5145.13

2. Does the district ask families' immigration status and/or would it share student records with ICE?

No. This is directly from our policy on immigration enforcement: "District staff shall not solicit or collect information or documents regarding the citizenship or immigration status of students or their family members or provide assistance with immigration enforcement at district schools, except as may be required by state and federal law." (This is the law in California. See Education Code 234.7)

3. Is there any specific guidance the district is giving principals, teachers or parents following concerns about ICE agents showing up to schools?

Yes. We will continue to welcome our students and follow our current policies and procedures, which include  BP 5145.13 & AR 5145.13.
